Ulrich F.W. Ernst, Managing Director
Ulrich F.W. Ernst, one of the co-founders of RutheniaVest, is a seasoned economist, with special emphasis on financial analysis, restructuring and management. Mr. Ernst is responsible for setting standards for financial assessments of proposed investment projects, and the review or preparation of business plans for these projects. He served for 18 months as a Structural Reform Adviser to the Government of Ukraine, working with the government and the private sector in structuring a detailed action plan for improving the investment climate. After this residency, he subsequently directed a team of over 25 Ukrainian and foreign advisers in preparing a comprehensive analysis of the competitiveness of the Ukrainian economy, which included an in-depth assessment of selected key sectors with current or projected export potential. This assessment addressed in particular options for the development of tourism in both western Ukraine and the Crimea. He recently completed an assignment as a resident team leader for strengthening the investment climate in Morocco. Much of his financial work has dealt with the valuation of privatization candidates, especially after financial restructuring. He worked with the privatization programs in Tunisia, Moldova, Morocco, Croatia, and a number of countries in Africa. Over the last 25 years, he has lived primarily overseas. Mr. Ernst holds a Ph.D. in economics from Indiana University, and has taught at The Ohio State University.
   
Dianne C. Tsitsos, Consultant
Dianne C. Tsitsos combines her background in international work with her expertise in economic development appraisals and transportation planning. As a Foreign Service Officer with the United States Agency for International Development (USAID), she served as a housing adviser in Sri Lanka and Central America, a desk officer for the USAID program in Russia, as a Deputy Director of the regional program in the Central Asian Republics, and as a USAID Mission Director in Armenia. She currently divides her time between international assignments, working with USAID Missions in Europe, the Middle East and North Africa, and Africa, and a series of domestic consulting assignments in commercial development and transportation projects. In her domestic work, she is working directly with local (and state) governments or commercial developers to explore the economic impacts of proposed commercial or transportation projects. Her work generally includes close coordination with the business community in the areas affected by the proposed developments to enhance economic impacts. Ms. Tsitsos has a Master of Arts in political science from Tufts University. She is the recipient of USAID's Oustanding Career Achievement Award.

Yuriy G. Davydenko
Consultant

Yuriy Davydenko combines his higher education in management, education in engineering and multilateral experience in different sectors. His background additionally include short term courses from Academy Klausenhof (Germany), World Bank Institute (Ukraine), High School of Sociology (Ukraine). He obtained experience in analytical work from "Ukrainian mark" real estate agency, "Institute for Reforms" analytical center (think-tank), US-Ukraine Foundation (Washington DC). Experience in project management is from BIZPRO project in Ukraine - "Economic growth through enterprises development"(project supported by USAID); "All-Ukrainian ranking of consumers preferences"; "Social market economy for Ukraine" etc.) Professionally he focuses on strategic management, business/investment planning, marketing, project management.
